I believe helium wished they could do the deployment over as a lot of areas were completely over saturated.  And the downside to this over-saturation was that the original installer/deplorer who scouted and placed hotspots, their rewards were decreased along with the new deployers.  Will Geodnet protect the original deployers and not allow subsequent deployers to diminish their returns?   Yes, we have a serious plan to address this, and existing miners should feel confident that we are not going to oversaturate regions. People should also feel confident we have plan on how to even out coverage in areas like France or Northeast Germany where there are holes in areas that do have good number of miners overall. Over-saturation is quite bad for the project and miners alike.
